Lacey is a "Paint Your Own" figurine from Cherished Teddies. The bear is pre-painted but her cloths and the flowers she is holding are ready to be painted with the included paint brushes and acrylic paints.

This figurine was available in 1999 and 2000 only. It bears the message "Cherish the Little Things in Life".

Note that the paints are original and unopened but we do not know whether they would still be usable. Everything is in the original packaging.
