This is a Precious Moments figurine of a girl soldier. It was issued in 1991 and suspended from production in 1992.

Precious Moments produced a number of these figurines honoring the members of our armed forces and departed from their usual production year markings. Instead they used the mark of the flag for 1991 and a flag with a star in it for 1992. This particular figurine is from 1991 and comes in the original box.
